Description:

LS Technologies, a Tetra Tech company, is seeking a Program Analyst to provide programmatic, business, budget, and/or acquisition support for FAA programs. This role involves assisting in program planning, contract management, budget, and performance tracking. The Program Analyst will work closely with FAA stakeholders, contractors, and leadership to ensure program efficiency, compliance, and alignment with FAA objectives.

Responsibilities:

  • Support FAA program planning, budgeting, and execution processes.
  • Conduct financial analysis, cost estimation, and forecasting for FAA projects.
  • Assist with acquisition planning, contract development, and procurement documentation.
  • Monitor program performance, milestones, and deliverables, ensuring compliance with FAA requirements.
  • Prepare budget justifications, spending plans, and financial reports for FAA leadership.
  • Assist in drafting Statements of Work (SOWs), performance work statements (PWS), and other contract-related documents.
  • Ensure FAA programs align with Acquisition Management System (AMS) and agency policies.
  • Facilitate coordination between technical teams, financial analysts, and program managers.
  • Prepare presentations, reports, and briefings for FAA leadership and stakeholders.
  • Identify risks and provide recommendations to improve program execution.

Qualifications:

Required:

  • Bachelor's degree in Business, Public Administration, Finance, or a related field (or equivalent experience).
  • 5+ years of experience in program management, budget analysis, or acquisition support, preferably within the FAA or a federal agency.
  • Strong knowledge of federal budgeting, financial management, and acquisition processes (e.g., AMS).
  • Experience with FAA financial systems and procurement regulations.
  • Proficiency in Microsoft Excel, PowerPoint, and financial tracking tools.
  • Strong analytical, organizational, and communication skills.
  • Ability to interpret and apply policies, regulations, and funding guidelines.

Preferred:

  • FAA-specific experience with programs such as Investment Planning & Analysis (IP&A), ATO, or capital investment planning (CIP).
  • Familiarity with Delphi, PRISM, or other federal financial management tools.
  • PMP certification.

Location:

  • Some on-site support/Hybrid - DC Area, Atlantic City, NJ, Oklahoma City, OK, etc.

Travel

  • 0 - 30%
  • Physical requirements:
    • Extended Computer Use: Regular and prolonged periods of working at a computer.
  • Background check: Must be able to pass government public trust investigation.
